Add gazebo11 branch for Noetic support and migrate CI from Travis to GitHub Actions #99

This PR promotes the branch feature/gazebo11 to gazebo11 and adds GitHub Actions CI.

There have been a number of requests for the plugin to be supported in ROS Noetic:

This branch provides support for the legacy version of Gazebo (11) on ROS Noetic / Ubuntu 20.40 (Focal). This version is maintenance only.

It is not supported on macOS as it would require a from source build of ROS Noetic / Gazebo 11 on OS X 10.11.6 El Capitain in GitHub Actions to provide CI.
