This PR upgrades the version of Gazebo to Garden

[x] Replace catkin build with colcon
[x] Provide a model that is independent of ROS
[x] Use PBS materials
[x] Update hydrodynamics plugin to use gz-waves
[x] Update ardupilot_gazebo plugin to use the SITL JSON interface
[x] Update sail and foil lift-drag plugins
[x] Update anemometer plugin

Initial version with gz-waves hydrodynamics plugin enabled.
