The wording in this PR doesn't seem to quite solve #7 IMO due to the use of "may" in much of the wording.

I think it would be beneficial to define that the Dev Team will consult the Core Team when making decisions for projects over a certain threshold. This is what #7 describes, but i'm not sure the full communications process is needed for smaller changes.

That would require the definition of such a threshold. The current wording is written with the assumption that both the Core Team and Dev Team are sane people.
