Create a public compbox #233

We need a public-facing machine which hosts at least the API so the website can have the live scores etc. (setting up that portion is #112).

Separately, see #118 for the in-venue box.

This now exists. It'll be srcomp.studentrobotics.org soon (I've asked Rich to add DNS). Once it's got DNS I'll configure it a TLS cert too (probably using letsencrypt).

https://srcomp.studentrobotics.org/ now exists, complete with Let's Encrypt-based TLS.
