allow tei:principal within the tei:titleStmt #76

The schema says that tei:principal is 'not allowed anywhere'. We would like to include this in the tei:titleStmt (full xpath: /TEI/teiHeader/fileDesc/titleStmt/principal). This element follows the tei:funder and precedes the tei:editor elements.

@dlschwartz this change may already have been made, but we likely only want this in the BQG schema. Perhaps revert the change in the main schema but keep this issue open as a reminder of the changes we need to make for the final BQG-specific schema?
