Normalization of Sic #1525

@wlpotter we currently have both 

<foreign xml:lang="en">sic</foreign>

and also just use of the tei:sic element.

We should probably do one or the other.

Thoughts?

how many times does sic occur? move to the element?

We have 508 occurrences of sic as a text node rather than the element tei:sic. Inconsistently marked with tei:foreign, tei:supplied, or unmarked text content

I wonder if we want to include a way of marking Wright's uses of sic in a clear way in case we also need to employ this element for calling attention to typos or other errors in the Catalogue.

tei:sic takes a @resp attribute, which could use our editors.xml URI for Wright
