Thanks @CarloEmilioBiuzzi -- @davidamichelson and I should confer on this one. In theory we could use the @xml:id attributes to make this internal cross-references, but those identifiers aren't necessarily stable yet since we will be doing a final re-numbering of all the msItem elements after proofreading are complete. Could you leave an XML comment (<!-- like this -->) at this point noting that we need an internal reference here?

We can remove the attributes from the ref element
