Add numbers to footnotes #1925

Cf. https://github.com/srophe/britishLibrary/issues/401 -- for footnote numbering it will be better to have these included in the XML data.

Before implementing, need to decide if these should be per-msItem context or if they should be sequential across an entire msPart and/or document.
