Delete empty bibl elements? #110

We included empty bibl elements as placeholders for the author mode form. These are currently displaying improperly, see https://caesarea-maritima.vuexistapps.us/testimonia/133 for example. Do we want to delete empty bibls or just supress them in the HTML?

Eventually they should be removed, but I don't know if the editors will need to add bibliography to records?

Delete all of the empty bibls. If the editors need to add more we can teach how to add a new bibl in XML view
