Verify that date ranges for historical period taxonomy are accurate #125

We've had some issues with these in the past, and there are quite a few places where this data could have gotten out of sync, so I want to just make sure that all the periods are correct.

The main one that looks odd to me is British Territorial Administration, which we have a mix of both "1920-1948 CE" and "1820-1948 CE". I think this should be 1920?

Then I can update all existing data from that

And add to the data creation template.

Note to self: could separately construct the tei:category elements from the index for the app during post-processing, which would have the benefit of not having to worry about updating the data template each time.
