Wrap passage citations in the `titleStmt/title[@level="a"]` to enable sorting #127

Cf. https://github.com/srophe/caesarea/issues/330. Not sure what the best element would be based on what's allowed (cf. https://www.tei-c.org/release/doc/tei-p5-doc/en/html/ref-title.html)

Note that in the //profileDesc//creation we use a tei:ref which points to the @xml:id value of the edition's bibl element.

See discussion in https://github.com/srophe/caesarea/issues/330. We will keep data as-is and the app will pull sorting information from the //profileDesc/creation/ref.
