Compiling a list of these, which will likely all be batch changes

[x] Remove PL from general editor list in //titleStmt/editor[@role="general"] and //seriesStmt/editor[@role="general"]
[x] Move DM from general to technical editor in //titleStmt/editor[@role="general"] and //seriesStmt/editor[@role="general"]
[x] Update these values in the new record template as well
[x] create an app issue to update the HTML pages of the index, about, etc.
