Change to Geography Schema for Use of Title in Note #1199

We would like to be able to use TEI:title inside TEI:note in a way that is similar to how we are using it here inside event: https://github.com/srophe/srophe-app-data/wiki/TEI-Encoding-Manual-for-The-Syriac-Gazetteer#attestations-using-event-optional
