Reverse order of tei:respStmt in places to match what we have in persons (most recent to earliest) #1172

This change will bring places in line with persons so that the most recent respStmt will be listed first within the //titleStmt/respStmt sequence.

FYI @dlschwartz I have the xquery written and ready to go. I will wait to run it until we sort out which branch it should go on, or at least which I should branch off of

Fixed in the 2024 Schemawork branch
