Research how to add an 'admin' user (able to CRUD resources they don't own) #19

Need to establish community guidelines and have a means to enforce them (an admin account)

There are two test "posts" (created while developing CRUD actions) whos account information has been lost (ie can't be deleted) Need to determine this to delete "NEED" and "Gross Reincarnated Mother" (my teachers had... interesting naming conventions haha)
