Add union of occurrence TC with CLB TC #23

Seemingly the CLB taxon_concepts are not merged with the occurrence taxon 
_concepts in the workflow.

Investigate.  The ID ranges are meant to be:

1-50m: Nub taxa from CLB
50m-100m: Occurrence taxa
100m+: Other checklists from CLB

Unless I am missing something, I don't see the TC union of these
