Edits the Engineering vending to machine to allow it to dispense Insulated gloves and hazard vests. As well, adds the Engineering vending into the Engineering area.

As mentioned on IRC, we probably need to do some more work before we import this. Specifically, the actual things inside the vending machine need to be vetted; it shouldn't be spitting out Chief Engineer uniforms, as an example.
