Fire safety closets #72

By default, a locked down closet with fire-fighting equipment, a fire-safety closet, some internals, spare water/air tank(s) that only opens up when an adjacent fire alarm is pulled.

This will prevent looting of the closets for essential safety gear from the start. It will also limit the closets around the fire alarm pulled to be unlocked.

Hmm, when I said closet, I also meant area/room as a suggestion, not just a closet-closet.
