change: make ruff run by default. #170

Make ruff run by default, other related changes and corrections/workaround for the issues came across during the work.

Major changes:

Drop python 3.8.x support
Enable ruff with custom configurations
Add 'from future import annotations' seealso: https://peps.python.org/pep-0563/
Add type annotations and corrections for that

Other misc changes:

Re-organize requirements.txt
Prefer " (double quote) over ' (single quote)
Upgrade the codecov-action@v4
Added new CI configuraion, azure-pipelines.yml
