Thanks but I think 罗 is probably luó rather than luō (compare 罗马书), or do we have a reason to think it's luō here?

Yeah it's luo2, I typed the number manually and incorrectly. I should put Copy as Pin1 yin1 functionality in CWS to prevent typo from typing numbered pinyin tones
