Add Dockerfile for go-ssb, potentially also doing some cross-platform support also?

Seems fine to go ahead with a ssbc namespace on the default docker hub registry.

Can also publish https://github.com/ssbc/go-ssb-room/issues/309 there too.

Overall will be useful for making https://git.coopcloud.tech/coop-cloud/go-ssb-room more maintainable (there are serveral room installs running it) and probably also supporting folks doing various balena OS and related container focused platform experiments and such.
