context:

I want a BFE encoding for pobox identity (and also an ssb-uri representation)
we've discussed the idea of an identity type before (https://github.com/ssb-ngi-pointer/ssb-bfe-spec/pull/9)
- this is a continuation of that with type name identity
- it only includes formats which have confirmed specs/ are in use (so no fusion identity yet, but that will live here)

I really like the idea that a format cannot be merged till you can link to a spec for it
