modernise tests + lint #35

I've swapped some parts and added linting in prep for writing some more tests about blob replication during initial sync. This PR does not change functionality, it's mainly about linting and replacing use of secret-stack in tests for the tidier scuttle-testbot (same thing but with common convenience methods built in, which means less code to read when setting up tests)

Alas, looks like an intermittent test failure (given 8/9 pass). Recent refactoring might have fixed this, will have to push and see
