Should changing `path` change the config(s) found by rc? #51

I'm not sure whether this is a bug or expected behavior: https://github.com/ssbc/patchwork/issues/966

I wanted to change path so that I could get a completely new [test] identity that's separated from my master keypair, but it looks like it may be reading my user config anyway. Is that expected, or is that a bug? It's unclear to me.
