Report peer timestamps through peerStatus #35

Pass the peer's last updated timestamp back up the chain through peerStatus so it can be used by the caller to show when the peer was last updated.

Ok, I really really want this bot to disappear from this github org. It's extremely annoying. Issues don't become stale with time, they only become stale if the code has progressed a lot (i.e. has had many commits), which is rarely true in the case of small modules in the SSB ecosystem.
