Encrypting the announce message? #78

Add API for whether to encrypt the announce message for a subfeed for sympathetic replication? cc @mixmix

ah yes... we have this but just discussed that it would be nicer if it was not hidden in metadata. Loosely agreed that recps should be a top level FeedDetail thingee (for input and output I guess)

NOTE the sympathetic replication thing will need to be done differently for groups, as the purpose includes the group.secret
