Overview/Summary

This updates the existing control to align it with the v2.0 guardrail policy for GR2 guest user check

This PR fixes/adds/changes/removes

This PR includes default pass in Compliant result for all guest user
The control lists the guest user accounts with role assignments and related comments for departments to verify their necessity overtime.
This PR fixes the race condition in storage container and blobservices during deployment

Breaking Changes

N/A However, the users may see their compliance status has changed for guest accounts
