Overview/Summary

This PR creates a new control in alignment with the v2.0 guardrail policy for GR2 privileged guest user check

This PR fixes/adds/changes/removes

This PR includes default pass for all privileged guest user
This new control lists all guest user accounts (privileged or non-privileged) with role assignments, privileged role assignments and related comments for departments to verify their necessity overtime.
This PR removes the guest account table output from GR2 validation 8 control
