fix: Updated monorepo - merge main to monorepo #56

updated-monorepo branch is a clone of monorepo branch
main has been merged into updated-monorepo, conflicts are resolved.
Once this PR is completed, monorepo and main will be the same
Testing on pipeline has been done for pre-hydrated and non-hydrated PR's, tier1
Pulls in devcontainer changes from main
Will not squash merge
