Regenerated WebUI, Upgraded all dotnet projects to 2.0, fixed docker-compose and file issues. I believe we have a working project again. @NotMyself added a packages-lock.json to avoid this being messed up in the same way again. Maybe this will lead to some headway being made for identity server...

Does this fix CI issue #5 ? or is that for something else? I know @NotMyself talked about working further in the Appveyor space to build this for Windows containers. Interesting thought and we may be able to do that, but I can see problems coming per the containers we are using. We will have to create two docker-compose strategies to make that happen.
