Add JAR publication dates to Index #22

Reason for this PR Some analyses may want to access the publication dates of a program, see #18 . We are not currently tracking this information when building our index.

Changes in this PR This PR adds the JAR publication date (Last-Modified HTTP Response Header) to the index. Note that this changes the core data model and requires a DB re-deploy.
