Support JMA NetCDF Imagery #207

Users have requested support for these JMA netCDF files containing latitude/longitude grids of AHI imagery: https://www.data.jma.go.jp/mscweb/en/himawari89/space_segment/sample_netcdf.html

Currently, they are not supported:

@jgerth Is this still a priority?

It is not a top-line priority, but it is high on the “nice-to-have” list. Some basic KMA GK2A support would be above it as far as new data formats supported.
