Remaining SIFT 2.0 (EUMETSAT) tasks

The below are things that could be be done (optional) or should be done before we try to make an official 2.0 release.

[ ] Switch to setuptools-scm for versioning if possible. The GUI version numbers make this difficult.
[x] Add dependabot to github to automatically update github actions versions used.
[x] Reorganize "configuration" documentation if possible/allowed (@ameraner, @arcanerr) into documentation sub-directory.
[x] Remove conda package building logic. It shouldn't be used anymore
[ ] Remove .pkgs files that are rarely consistent/relevant for long periods of times
[ ] Hide pyinstaller-related things in sub-directory for "safe keeping"
[x] Update tarball building to Python 3.10, if not 3.11 (numba support may not be availble).
[x] Update README and INSTALLER_README (in particular "Data Access and Reading"), include also list of major new features from 2.0
[x] Update Github Wiki page (at least add a disclaimer for outdated things)

More to be added later...

Hi David, I am happy with all this, I would leave the decisions on this entirely to EUMETSAT (@ameraner).

Thanks @arcanerr. Sorry for mentioning you in all these issues/PRs. I know you're not working on the project anymore, but was still hoping to pick your brain for any historical context on some decisions. If you're bored feel free to comment, otherwise feel free to ignore.

No problem @djhoese - even though I can't spend time on the actual programming at the moment, I'm still interested in the project and happy to keep up with it.
