There's a bad build of pyspectral on conda-forge that doesn't support Python 3.8 but says it does. I think we drop Python 3.8 and 3.9 support and adjust CI and setup.py accordingly. @ameraner any problem with this? It matches what we're doing with pytroll packages anyway.

Turns out Python 3.9 is broken too. I ended up patching the pyspectral package upstream. Just waiting for the PR to merged and the package's metadata to be updated. Restarting CI after that should let it pass.
