[Feature] Create a tool that permit to load in HA database all the PyGazpar history meter readings

It may be a command line tool that accepts:

• HA database connection string.
• GrDF site connection parameters.
• History depth we want to load (as a number of readings or since a given date).

This tool may be able to replace or remove some previous data.
