Delay the menu bar popup and make it smaller #273

If the mouse even momentarily wanders over the area where the hidden
menu bar is located, it pops up. There should be a delay.  There should be an 
option to not popup.  

Usually I'm reading something and use the mouse to scroll down. Each time the 
popup appears, it's more annoying than the prior time.

Also it's way too big.
