Code Black, Chem Fix, New Escape Lounge #219

Adds a code black that is activated by using the keycard device as well as Admin Verbs. While in code black, the shuttle cannot be called just like code red. Code black will be for Medical Emergencies such as a virus or a large influx of injuries (big explosion), Where medical may need some additional control.

Up to Code Black: A medical emergency is present aboard the NES Aphelion. All crew are to cooperate with the Medical and Security staff. Mandatory quarantine procedures may be enacted and enforced

Down from Code Black: The medical emergency has passed. All crew are to resume normal operations.
