Provide package documentation for each package in APIs #30

We need package level documentation.

Note - it may make sense to treat this as an umbrella issue, and create 
specific defects for specific packages.

Note: we should use package-info.java, rather than package.html, I think. See 
bridgetest for an example.

It may work fine in maven but Eclipse (3.6/Helios Service Release 1) doesn't 
have support for that: I cannot see the javadoc of the package-info package 
unlike regular Classes.
