add Project Setup for Eclipse Oomph Installer #75

Requires Eclipse 2021-12 and JRE 11 selected in Oomph installer.

Not pulling in Eclipse TEA for creating p2 Update Site, since Eclipse already has "File -> Export... -> Plug-in Development -> Deployable features" although this creates 0.4.0.202303061721 instead of 0.4.0.N202303061721 as with TEA. Since this likely might be ignored by SDC for being a "downgrade", we should bump 0.5.0 when we want to go without TEA. Are you aware of any other problems when using Eclipse-Export instead of TEA here?
