Adjust PDF::API2::Annotations documentation for border to actual. #38

The docs read that default is a (0,0,1) border, but it is in fact (and has been for a long time) a no-border (0,0,0).

Thanks for the fix! I don't know how to edit the Changes file as part of someone else's pull request, so I just copied the patch over to my repository as a separate commit.
