[New Project]: GSSOC'23: Shadow Generator #455

As a GSSOC '23 contributor, I would like to add a shadow generator project developed using HTML, CSS, JavaScript. It can generate shadow with respect to an object and that shadow can be adjusted easily and css properties can updated according to the dimension of the shadow.
