Legal Delta totals for CalSIMETAW & DETAW #21

The total water year estimate for the legal delta is proportianally much larger for CalSIMETAW and DETAW than the other methods. It’s on the order of 300,000 additional acre-feet for the year for an area that should not be that different.

@qjhart when looking at the monthly ET values at the field stations (#22) I noticed some oddness with the values for DETAW and CalSimetaw that might provide some insight into this issue. The sampling points that are outside of the DETAW sub-regions (D3 & D4) have a constant value of '129'. Does that have some special meaning to you? is it supposed to be no data or something?

For DETAW & CalSimetaw - only report delta service area. Drop lowlands, uplands, primary, secondary zones from the report.
