Create weather files for the landsat overpasses #3

We need the following weather inputs for CIMIS processing. The Bay Delta images get taken at 18:45 GMT, so we need points around that. Used Hastings East for my test run, tomorrow we can look and see what stations we think might be good to use.

@NadyaAlexander I have created an example processing script for the landsat overpass dates. You can see and download all the data from: https://github.com/ssj-delta-cu/ssj-weather/tree/master/examples/landsat_inputs

This includes both the station and the Spatial CIMIS data. I would compare the two, with the idea of using the Spatial CIMIS data, at least for the bad Rs days, and maybe for all the days.

This also includes an example (see station.csv in the Makefile) for creating CSV files from the CIMIS API. Please check this out, and let me know if you have everything you need.

I'm assigning this to you now, close if everything looks good, and maybe add a note to our README.md on where this data came from.
