Is it possible to use this app on windows to communicate between Reaper DAW (osc) and control surface (midi)?

Theoretically yes, but it relies on the JACK sound server for the midi portion. It's never been tested on Windows as far as I know.

Understood. Just walked through syntax and found out that this utility is very simple and doesn't allow independent midi>osc osc>midi mapping. Thanks for your time.
