LaTeX Structure for Prelim Document #5

A latex structure for the prelim document needs to be selected and implemented in the repository. Past CNERG students have likely used various outlines. I'll look around to see what they've used.

Katy used this. I like the look of it and it obviously has the correct formatting for UW. For now I'll go with it. I'll try a simple implementation with the document outline as a mode of review.

I have a setup in the repo that builds and I think it looks nice and will be easy to develop and maintain. This is done.
