k3s auto-updating, even when it shouldn't #12

More important for air-gapped installation. Passing k3os.environment.INSTALL_K3S_SKIP_DOWNLOAD=true as boot parameter is properly rewriting /etc/environment, but not being passed prolery to ccapply set. Pull request 187 in k3os should have addressed, but that env is not being followed (or not applied at that step...)

MIGHT be related to also passing "k3os.mode=live", but that only is a theory.
