I just created a new user from Admin page and I've recieved the welcome mail.
I'd like to remind the rules:
I suppose that there was a mistake while user profile setup. I dont see any technical issues here.
Please ask customer to check again according to the rules we have. If it's ok just close the issue.
I think the proper way of testing is to use official form for regular user. Regular new user can't access admin page.
We never had a feature that the user could automatically register. The form that you a talking about is just to notify the Admin that a new user wants to register. Only Admin can add user to the system. And if Admin checks the "Send Welcome Email" checkbox the User will get a welcome mail.
I mad some investigation and test on Cutomer's admin panel.

I tested the functionality by replacing this address with mine and I received a notification about new user.
the issue was resolved. It turned out that the customer used a wrong mail address
When user added to the current buyete.com they are not receiving confirmation email.
It is about current production not development.
