This PR moves this project from a Netlify SPA to a Vercel Next.js project. Primarily, this change is in service of three goals:

Make the project have a low-maintenance backend to keep app state. This enables long-lived SAML apps, and makes SCIM possible
Make the project lower-maintenance and easier to hack on, by using a popular standard deployment model
Make the home page a static page, indexable online
