Which device (manufacturer, type)?
Samsung, SCH-I510 version I510.06
Which firmware is installed?
2.3.6. 
Which kernel is installed?
2.6.35.7-FP1
What version of wireless tether are you using?
3.1 Beta 14
What steps will reproduce the problem?
1.while tethering, (I only tether on lte so I'm unsure if this is also an 
occurrance on 3g)
2.answer an incoming call, packets still send while in the phone call and 
afterwards.
3.stop wifi tether and reattempt to connect
4.
What is the expected output? What do you see instead?
To start wifi tether.  Instead it will not completely start without issues and 
wifi will not turn on
Please provide any additional information below.

Try to UNCHECK "force wifi-driver reload" from app-settings.
