Interestingly, I had 3.3-beta2 working last night on my freshly rooted S4, but
when I tried to connect this morning it produced this same error.
Uninstalling/Reinstalling and different mods and versions don't help.

I resolved the issue by switching apps:
https://play.google.com/store/apps/details?id=com.abcdrone.fastwifitether.free
You have to let it open the built in hotdog, say go to "go to my Verizon
mobile" then just hit the home button. So far I've used this numerous times
with no extra fee on my bill.
